ENQUANTO A POLÍTICA PÚBLICA NÃO DECOLA: IMPLEMENTAÇÃO DO “ESPORTE E CIDADANIA” E “VIRANDO O JOGO”

Abstract

The article analyzes the decentralization process of the Sports and Citizenship and Virando o Jogo projects, of the Ministry of Sports (ME), implemented between 2017 and 2019 in the state of Rio de Janeiro (RJ), included in the Emergency Social Actions Program for Culture of Peace. This study used two data collection techniques, documentary research and semi-structured interviews. Relying on the institutional implementation approach, the study shows that the use of the legal perspective of partnership, via the Decentralized Execution Term (TED) between the ME and Federal Universities allowed the decentralized implementation of projects, with speed, in a context of a unfinished bureaucracy of the Ministry, indicating a fragile articulation of the municipal government with these policies.
