a brief history of sports policy in Brazil and Portugal.
Abstract
This essay addresses a historical period of sports policies in Brazil and Portugal, focusing on the relationship between the State and the sports sector during the period known as Estado Novo, as well as the process of redemocratization and constitutionalization of the right to sport. From its origin characterized by tutelary intervention and the evasive use of sport, to the ambiguous scenario of the recognition of the right and guarantee of liberalizing interests, it is argued that these past characteristics are fundamental for a reflection on the current nature of sport and the orientation of sports policies in these countries.
