The public health value as a guide for financing of innovation: a case study of the FINEP and BNDES Programmes for the Brazilian pharmaceutical industry

Abstract

This study aims to conduct an ex-post analysis of two instruments for financing of innovation for the Brazilian pharmaceutical industry – the Economic Subvention/Inova Saúde of FINEP and the Programme for Support of the Industrial Health Complex (Profarma) of BNDES –, based on the public health value perspective. We carried out qualitative and quantitative analyses on the process of instruments formulation, their development and implementation. As a result, we identified that, in general, the instruments were formulated to meet the population's health needs; however, this objective lost intensity throughout their implementations.
