Stigma and Discretion: The Relationship Between Public Agents and Bolsa Família Beneficiaries

Abstract

Drawing from sociological literature, we will discuss the social effects of the implementation of Bolsa Família in a suburb of Rio de Janeiro. In this paper, we aim to understand how discretion and stigmas are constructed in the relationship between public agents and beneficiaries. We combine: a) participant observation, b) ethnography (in the following spaces: schools, health centers, Bolsa Família coordination, registration sector, CRAS, and popular restaurant), and c) in-depth interviews. We conducted a total of 70 interviews with: beneficiary families, institutional actors (Social Workers, Health Agents, Teachers,
Coordinators, and BF Registrars), and neighbors (non-BF beneficiaries but with a similar socioeconomic status to BF beneficiaries).
