Identificação e análise qualitativa de riscos na implementação de projetos de energia eólica offshore no Brasil

The increasing demand for electric power, aligned with the need for an energy matrix with ever lower carbon emissions, sparks the interest of entrepreneurs and society at large. Brazil has significant offshore wind potential and can benefit from the development of an industry that leverages this potential. However, the implementation of projects of this nature in developing markets such as Brazil carries risks. The proposal of this work is set in this context to contribute to the mapping of the main risks associated with the deployment of the offshore wind energy industry in the country, from the perspective of the entrepreneur. Thus, the aim of this research is to identify and conduct a qualitative analysis of the main risks involved in the implementation of offshore wind energy projects, highlighting the challenges and potential solutions to unlock this new industry in the country. For a better understanding of the problem addressed, the research was structured based on the following technical and methodological procedures: studies of documents and identification of the state of the art of the industry's deployment in the country, literature survey and review to preliminarily identify risks in the literature, interviews with experts, data collection, and information gathering through questionnaires, analysis of results, and conclusion. The research allowed the qualitative identification and analysis, from the perspective of interviewed experts, of the impact of the main political, economic, technical, market, and social risks on the development of the industry in the country. Throughout the research, it was also possible to identify and map out the main risks and threats to the deployment of the offshore wind industry in the Northeast, Southeast, and South regions of Brazil.
