Os casos da Marina da Glória e do Estádio de Remo da Lagoa

Abstract

The pretension of this article is to analyze the Brazilian state`s management performance in the preparative and implementation of 2007 Pan American Games in Rio de Janeiro, Brazil. Two cases were taken as object of this study – “Marina da Glória” and “Estádio de Remo da Lagoa” – which were analyzed throughout three administrative paradigms – patrimonial, burocratic and gerencialism. It`s the study`s aim, through identification and analyze of media’s discourse, legal and juridic advices, to demonstrate the paradigmatic superposition of public administration in the country. The comprehension of the paradigms` dialectic dimension is important over all in a moment when there is a tentative to supplant the burocratic paradigm by the gerencialism.
