Abstract
This article examines the consequences of adopting the so called strategic planning model from the perspective of the reaction and articulation of different social groups directly or indirectly impacted by these interventions, from the case study of the Pan American Games, Rio 2007. In this regard, the study directs to argumentative disputes around the legitimacy of the actions and words associated with the completion of a major sporting event, where the legacy emerges as a key element disputed by the social subjects involved. Throughout this work we sought to demonstrate how the various speeches, representations and actions of resistance not only affected the implementation of the project of the Games but also put in question the processes of urban restructuring undertaken by management in Rio de Janeiro since the 90s.
