O papel das políticas públicas e dos atores locais no desenvolvimento da prática esportiva: um estudo de caso

Abstract

Aiming to prepare for the mega sporting events held in the country (2016 Olympics Games and World Cup 2014), the State of Rio de Janeiro created the Sports Development Index, which consisted of mapping and classifying investments in sports of its municipalities. The city of Volta Redonda was ranked as the 1st in this ranking and was thus chosen as the research object of this study, that analyzed its public sports policies and its main actors, with the objective of identifying innovations and local characteristics that were important to reaching this result. In the review the concept of public policies and their actors were addressed. The method used was the case study, through a deep dive in the researched reality. Among the results of the research, the following stand out as differentials: the capacity to obtain resources through notices and parliamentary amendments, its sports infrastructure and the profile of local actors in the field.
