Abstract

The concept of securitization presents itself as a Discourse Theory’s lens in order to think about International Security studies. Facing securitized themes, discourse plays a fundamental role in reforming the delimitations between legal and illegal, internal and external, friend and enemy. Through this conceptual apparatus, the Copenhagen School demonstrates how states of exception can be constituted and maintained in the contemporary world. The present work is concerned with working with this dynamic and presenting its cross-sectional characteristic, capable of being appropriate in several contexts, such as the construction of federal intervention authorized in Rio de Janeiro in 2018.
