HUMAN RIGHTS OR CITIZENS’ RIGHTS:
THE CASE OF PALESTINIAN REFUGEES

Based on the premise that the Nation-State is traditionally responsible for providing security to its citizens, the purpose of this article is to analyze how Human Rights do not include individuals who leave the State. The discussion is about the figure of refugees and how this category is necessary to enable access to these rights. A reflection on Human Rights by Hannah Arendt and the background of Palestinian refugees will be presented, covering the roots of the Israel-Palestine conflict and the consequences of the founding of the State of Israel. With Emma Haddad’s analysis of the categorization of the term refugee, we will comment on the vulnerability of Palestinian refugees since the creation of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and how this group is an example of the need for reflection on the failure of the Universal Declaration of Human Rights in reaching all peoples.
