Abstract

This article aims to propose solutions within the scope of public administration regarding communication between sectors, which currently without any filtering regarding their relevance, must be taken to the head of the sector to investigate and pass on the information. This bureaucratic process often presents flaws that, in turn, negatively impact the execution of state administration. Consequently, there is a delay or even failure in the delivery of the final product. This instrument presents and uses the daily routine of the hospital services contracting sector to explain when the process can be improved in its intermediate stages by improving intersectoral connection. Furthermore, this text presents as a final product an optimization proposal, thus contributing to the full implementation of public policies. The proposal in question involves the participatory elaboration of a digital internal communication manual to be authorized and published by the office of the State Department of Health of Mato Grosso do Sul, but which can be replicated for the state executive bodies, to the extent that standardization is possible, and recommended.
