Abstract

Throughout the political, economic and social development of the country, several actors have emerged and have played a relevant role in the process of public policy management, such as social movements, which had their origins at different times in history. This study aimed to develop a comparative analysis of the historical formation and organization of MAM and MAB, in order to delimit their implications for public policies aimed at the rights of those affected by mining and hydroelectric projects in Brazil, through a qualitative research carried out with leaders of both movements. The results showed that although the constitution of each of the movements studied took place at different times, the formation and organization of both took place in a very similar way, that is, they emerged from the need of the population affected by large enterprises, to fight for violated rights and with proposals for fairer public policies.
