The final incidence of indirect taxes in Brazil: an estimate using the 2015 Input-Output Matrix

Abstract

Taxes on goods and services correspond to about 45% of Brazil’s total tax revenue. This revenue is the result of a highly complex system composed of several taxes with different incidence bases and a multiplicity of rates. Moreover, about 43% of those taxes fall on inputs. In this context, the final incidence of indirect taxes is far from being transparent. The objective of the present study is to estimate the final incidence of indirect taxes in Brazil using the 2015 Brazilian input-output matrix and a method that incorporates the multisector effects of the taxation of inputs.
