Abstract

This article discusses the consequences of conspicuous consumption and the federal taxation of luxury consumption in Brazil from the perspective of Original Institutional Economics. Two aspects will be addressed theoretically: the consequences of conspicuous consumption, according to Thorstein B. Veblen and John K. Galbraith; and the role of taxation as a mechanism for institutional change, according to John R. Commons. Based on these contributions, the progressivity of federal taxes on luxury goods will be analyzed. Finally, the changes introduced by the tax reform (Constitutional Amendment No. 132 of December 20, 2023) are examined.
