Abstract

This paper reports preliminary findings on the impact of a unique and comprehensive
emergency aid package implemented in Maricá, Brazil, on hospitalizations during the
COVID-19 pandemic. A panel dataset with monthly-year observations tracking over time
(from January 2018 to December 2021) changes of the severe acute respiratory syndrome
(SArS) is employed as a proxy for hospitalizations caused by SARS-CoV-2 and its variants.
Estimates from a difference-in-difference design reveal a temporal coincidence between the
adoption of the aid package in Maricá and a reduction in hospitalizations compared to the
average number of cases that occurred in the state of Rio de Janeiro.
