A exclusão pela urbanização favela: Governo e conflito na cidade do Rio de Janeiro

Trata-se das favelas cariocas e sua interação com a Cidade do Rio de Janeiro abordando o fenômeno da exclusão, a partir da moradia, que vêm se delineando ao longo da segunda metade da década de 70 e na década de 80 e se concretizando nos anos 90 com o Programa de urbanização Favela-Bairro. Sinaliza-se para a sutileza deste processo de exclusão e procura-se destacar que a tomada decisão para a moradia do conjunto dos trabalhadores tem que ser entendida e formulada como uma questão que ultrapasse o conflito urbano. sendo portanto necessário que se busque uma solução conectada com a questão social e o bem-estar social.Abstract: This is a study about favelas cariocas and its interaction with the City of Rio de Janeiro, dealing with exclusion phenomenon referencing to dwelling that is happening from the second middle of 70 decade and all 80 decade, finalizing on years 90 with Favela-Bairro Program. We signalize to the subtlety of this exclusion process and we want to emphasize that decision about residence of a lot of workers may be understood and formulated as a question surpassing urban conflicts. It is necessary to find a solution related with social questions and social welfare.
