A PERSPECTIVA AFRICANA NA AGENDA DE SEGURANÇA DO EGITO REPUBLICANO: DE GAMAL NASSER À ABDEL-SISI

Resumo

O objetivo central deste texto consiste na investigação, e elucidação, das principais pautas e conduções políticas relacionadas às temáticas egípcias de segurança frente ao continente africano após a instauração da república em 1953. Neste sentido, torna-se necessário ressaltar a convergência entre as agendas de segurança conectadas à manutenção da soberania estatal, como a defesa de fronteiras e dissuasão militar, assim também como temas que estejam interseccionados à segurança multidimensional da própria população egípcia. A fim de operacionalizar tais proposições, o artigo dividir-se-á em três tópicos de análise: Inicialmente serão apresentados os parâmetros teóricos e conceituais para a investigação e problematização; após este momento buscar-se-á compreender o papel histórico desempenhado pelo Egito na África a partir da estruturação republicana em 1953, sob a ótica da segurança; em seguida será realizada uma investigação das principais pautas contemporâneas do Cairo para o continente. O presente artigo se utiliza de concepções provenientes da estruturação teórica de Barry Buzan quanto aos temas de segurança, assim como busca correlacionar dinâmicas identitárias ao contexto político observado.

Abstract

The main objective of this text is to investigate, and elucidate, the main political guidelines and conducts of Egyptian security issues related to the African continent after the establishment of the republic in 1953. In this sense, it is necessary to emphasize the convergence between security agendas connected to the maintenance of state sovereignty, such as the defense of borders and military deterrence, as well as themes that are intersected with the multidimensional security of the Egyptian population itself. In order to operationalize such propositions, the article will be divided into three analysis topics: Initially, the theoretical and conceptual parameters for investigation and problematization will be presented; after this, we will try to understand the historical role played by Egypt in Africa after the republican structuring in 1953, focusing on security; then an investigation of the main contemporary guidelines of Cairo to the continent will be carried out. This article is based on Barry Buzan's framework of analysis on security issues, as well as to correlate identity dynamics with the observed political context.
