This research aims to understand the dynamic capabilities required to generate innovations in small businesses operating in contexts with a lack of innovation support institutions. A multiple case study was conducted with five small businesses in the same context. Results indicate that, despite the absence of institutional support, companies develop specific dynamic capabilities for innovation. The study highlights the roles of the manager, resources, suppliers, and customers as key elements in overcoming environmental challenges. It concludes that the interpretation of the environment in the dynamic capability’s theory influences innovation outcomes.
