Multiple case study in intermunicipal consortia

Résumé

The aim of this article is to understand the social construction of intermunicipal consortia based on the application of Law 11,107/2005, known as the Consortium Law, from the perspective of the actors involved. It consists of qualitative, descriptive research, of multiple case study type, using interviews, document analysis and asymmetric observation to collect data. The results indicate that the social construction of the consortia under analysis goes hand in hand with the evolution of the laws that govern them and reflects the strengthening of regional representation and municipal management.

João Luiz Passador, Universidade de São Paulo - USP/FEARP

Graduated in Administration from Fundação Getúlio Vargas - SP (1988), specialization from Università Comerciale Luigi Bocconi, Milan - Italy (1990), graduated in Law from the Faculty of Law of the University of São Paulo (1992), Master's degree in Public Administration and Government by Fundação Getúlio Vargas - SP (1993); PhD in Business Administration from Fundação Getúlio Vargas - SP (2000) and free teaching in Administration from FEARP/USP (2012). He is currently a Full Professor in the Department of Administration at the Faculty of Economics, Administration and Accounting of Ribeirão Preto at the University of São Paulo; Head of the FEA-RP Administration Department. He works as coordinator of the Center for Studies in Management and Contemporary Public Policies - GPublic, with an emphasis on research into cooperation and management of inter-organizational networks, public policies for the development and formal education of managers.
