Compliance program maturity
The role of organizational culture

A compliance program's effectiveness depends on behavioral change and value internalization. This study analyzes how elements of organizational culture influence the implementation of compliance programs and proposes a five-stage Organizational Compliance Culture (OCC) maturity model. Using a qualitative approach with content analysis, ten compliance officers were interviewed. Seven OCC elements were identified and five maturity stages proposed: oratory, embryonic, stimulated, full, and internalized. Findings reveal that formal certification does not guarantee culture maturity. Practitioners must focus on cultural internalization, not just procedural compliance, to achieve sustainable integrity.
