Abstract

In this study we explored the theoretical and practical conception of the solidarity economy in order to understand the proximity between the policies adopted in the municipality of Maricá (RJ) and the concepts observed in the literature. Understanding the solidarity economy as a phenomenon allows us to understand its approach to tackling poverty and unemployment within its theoretical concept. The institutionalization of the solidarity economy as a public policy makes it  possible to combine different actions that culminate in the constitution of a local welfare state based on a plurality of economic principles. Maricá’s municipal public policies are pioneering, therefore, in that the local government encourages a plural economy to operate.
