Abstract

This article aims to clarify the meaning of the repression of the military against the strike in the port of Santos in 1980. The paralysis of port workers is part of the transition from dictatorship to democracy in Brazil and the return of the working class to the political scene after the strikes started in 1978, which inaugurated the movement known as 'new unionism'. Based on the concept of ‘preventive counter-revolution’ and the analysis of newspapers and military documents, I analyze the role of marines in the port during the strike, through military thinking and the characterization of political openness in the country.
