RESISTING BETWEEN THE PANDEMIC AND A COUP

Abstract

The new Latin American constitutionalism emerges with a combative and popular tone in carrying out the constitutional debate and altering the state's power structures at the beginning of the 21st century. However, exactly after completing ten years of the Constitution of the Plurinational State of Bolivia, a conjuncture of political setbacks, reinforced by a coup d'état, in addition to the advent of a world pandemic, make noticeable the limitations in the scenario in which it was forged and present the need to reconcile new challenges.
