THE OBSTACLES TO THE DEVELOPMENT OF THE METROPOLITAN POLICY OF HOUSING IN BRAZIL

Abstract

On the areas submitted to metropolization, the issue of housing affects all the
metropolitan territory and must be addressed as a public policy of common interests. The
metropolitan areas should, therefore, conceive and execute a metropolitan policy of housing.
The Metropolitan Statute, approved in 2015, represents an advance on the matter, but it is not
enough. In order to develop this policy, several challenges must be overcome. As we analyze
on this article, these obstacles are result both from the weakness of the metropolis with the
order of the Brazilian legislation, created by its lack of political legitimacy, and the absence
of considering urban and sectoral planning through the instruments of strategical planning,
such as large urban events, consortium urban operations, partnerships public-private and
mega-events.
