THE CATEGORIZATION OF THE REFUGEE AND THE IMPLEMENTATION OF AGENDA 2030
A LOOK FROM SDG 3 AND THE FLOW OF VENEZUELANS TO BRAZIL

Since the definition of refugee was established in the 1951 Convention, the concept has been put up for debate by the emergence of other reasons leading to forced migration. Given that the 2030 Agenda sets the Sustainable Development Goals (SDGs) for all peoples, the purpose of this paper is to discuss the need for the expansion of the refugee category in order to enable the achievement of the goals of the Agenda in relation to this vulnerable group. The paper aims to demonstrate that the expansion of the concept allows the achievement of the SDGs to be more effective. As a case study, the flow of Venezuelans to Brazil will be analyzed, who since 2019 counts with the classification of their country of origin as a case of serious and widespread human rights violation, as proposed by the Cartagena Declaration. To demonstrate the impact of the legal issue on the SDGs, the challenges of Venezuelans in accessing health care in Brazilian territory will be presented, based on Goal 3 of Agenda 2030. The work was conducted based on a literature review of authors who deal with mixed refugee flows and new categories under discussion.
