This article aims to analyze public educational policies aimed at basic education, in the states of Ceará and Sergipe, from the perspective of complexity theory. The methodology used was the analysis of secondary data, through qualitative analysis, of indexed scientific articles available on the CAPES platform, among other sources. The initial results demonstrate that in the state of Sergipe there is little political action for the promotion and development of basic education, while in the state of Ceará there is strong action by the state to strengthen public educational policies.
