Abstract

This research sought to study how the co-evolutionary relationships between public policies and technological learning influence the technological maturity of the core technologies of potential academic spin-offs. To achieve this objective, the research is supported by the literature on academic spin-offs, co-evolution, learning, public policies and technological learning to build the conceptual basis. At the same time, the research uses a qualitative design based on data collection in the field with interviews, observations, technical visits and document analyses. This research design was operationalized from multiple case studies in potential academic spin-offs in the State of Ceará. The results generated here brought theoretical contributions in the sense of demonstrating the existing relationships between technological learning, public policies and technological maturity of academic spin-offs, as well as functioning as a managerial note for public policy developers and potential academic spin-off managers.
