Abstract

This article examines the intersection between civil defense, social assistance and housing in Xapuri, Acre, using a historical methodological approach based on the analysis of national, state and municipal publications and legislation. The study reveals the lack of adequate investments and the absence of an effective articulation between these public policies, which has resulted in serious consequences for families affected by recurrent floods in the years 2012, 2015, 2023 and 2024. The research demonstrates that the insufficiency of coordinated and structured actions left many families unprotected and displaced, highlighting the vulnerability of these communities in the face of natural disasters and the ineffectiveness of public authorities in guaranteeing housing and security in emergency situations, given the susceptibility of the territory covered.
