Multilateralism in Disuse
Intersections Between Politics, Ideology and Discourse in the Bolsonaro Government

Elected in 2018, Jair Bolsonaro promotes a growing ideologization of the state's previously pragmatic policies. The creation of a new political culture begins; programmed to question the functioning and organization of the Brazilian State, it encourages the overcoming of dogmas promoted by previous governments, such as the preference for multilateralism and the prioritization of South-South relations. In this sense, this article seeks to point out, through the analysis of official presidential speeches held between January 2019 and June 2021, evidence of the ideologization process of Brazilian foreign policy promoted by Bolsonaro. From a constructivist perception of the international system and the agents involved in it, the objective is, ultimately, to establish a causal link between the promotion of ideological favored preferences as government policies and the growing disuse of regional multilateral mechanisms. Therefore, it is observed that the instrumentalization of discourse as one of the central means of policy making is directly reflected in the developments of Brazilian international politics, impacting the state's cooperative relations with its peers.
