Countercolonialism, ethnopolitics and public policy: quilombola letters and ethnogovernance

Abstract

In this article we seek to understand and portray how the political actions of the Quilombola Council of the Iguape Basin and Valley, which brings together communities located in the municipality of Cachoeira, Bahia, have resulted in significant political, social, and cultural gains that reveal the acquisition of political power by its members in terms of a community ethnogovernance. In the set of ethnopolitical actions developed there, the so-called Quilombola Letter, which since 2015 has been collectively constructed on the occasion of the “Meeting of Leaders of Quilombola Communities of the Recôncavo Identity Territory,” constitutes one of the most important instruments of political mobilization, evaluation, and formulation of their claims. Our understanding is that the ethnopolitical actions developed by the groups constitute a fundamental element in the counter-colonialist resistance, in their quest to conquer and assure to those quilombolas the citizenship rights that are assured to them by the Brazilian laws.
