Derechos culturales e interculturalidad en Tlaxcala, México

This article shows the experience of the popular consultation for the elaboration of a Culture and Cultural Rights Law for the state of Tlaxcala, Mexico that was carried out between July and September 2023 in six municipalities. The objective was to consider the voice of cultural actors with the construction of a document that guaranteed local development through cultural and creative activities. The consultation revealed artisans as an emerging and majority force in the state who have decision-making power, although other territorial actors such as corn defenders, cultural managers, carnival goers, academics and musicians were also made visible. In the same way, the prosecutors, mayordomos and chroniclers raised their voices as historical authorities who fight to keep the traditions of the state in force. The document is being discussed in the state House for publication in 2024.
