CITIZENSHIP OR “ESTADANIA”? AN ANALYSIS OF PARLIAMENTARY FRONT FOR TRANSIT AND URBAN MOBILITY OF MOSSORÓ-RN

The traditional sense citizenship consists of the ownership of rights before the government, However, what is revealed is a “estadania”, with centralization in the figure of the State.The concept of active citizenship is diferente focused on social subjects and on the thesis that civil society should participate in political decisions. In the latter sense, the implementation and evaluation of Urban Mobility policies should be guided by social participation. This study aims to categorize the Parliamentary Front for Traffic and Urban Mobility Mossoró/RN between the conceptions of active citizenship and "estadania". This is an exploratory research, based on the deductive method, using procedures of literature review and documentary analysis. The article concludes that the aforementioned institution translates itself more into an organ of "estadania" than active citizenship, because its representativeness is restricted, it does not have a permanent character and acts to demand actions from the Public Authorities.
