Abstract

The text presented here deals with the process of social control of the Social Assistance Policy established from the constitutional principle of popular participation, which established new forms of the relationship between the State and civil society that changed the management of public policies in our country. The councils will be understood here as spaces for dialogue between the State and society, aimed at publicizing different interests and discourses and not just for conforming legal and legal requirements, which means that they must go beyond a bureaucratized, formalized instance to inspection of public resources. Civil society is understood as the terrain of dispute, and the aim is to portray the trajectory of the Municipal Council for Social Assistance of Campos dos Goytacazes, RJ, throughout its twenty years of existence (1995-2015) , having as a starting point a case study carried out in 2017.
