Abstract

Versão inicial deste texto constituiu palestra  do autor no III  Seminário Internacional do Instituto de Estudos Comparados em Administração Institucional de Conflitos (INCT-InEAC), realizado na UFF, Niterói, em fevereiro de 2013. Uma versão dessa palestra, em inglês, foi publicada em DILEMAS - Vol. 7 - no 3 - JUL/AGO/SET 2014 - pp. 767-795. O atual texto que aqui se publica foi traduzido da versão publicada em inglês por Fernanda Duarte, Rafael Mario Iorio Filho e Gabriel G. S. Lima de Almeida. A Revisão Técnica foi feita por Roberto Kant de Lima.
