“order shock” as the first action after public crises and the case of the fluminense penitenciary administration

This article aims to deal with public movements to demonstrate an austere posture right after major public crises in public security organizations, using the Rio de Janeiro prison system as a case of analysis. The analysis will be based on the troubled departure of a secretary of penitentiary administration, mishaps in the next appointment and the firm and media actions of the administration of Fernando Veloso, things that happened in an interval of a few days. Here, I bring an analysis of different methods, analyzing documents and reports from the secretariat itself and other communication vehicles, in addition to qualitative data. Thus, bringing a discussion about the importance of presenting itself as a management of low tolerance with the transgressions pointed out from the previous management and the impacts of this for the internal and external public of the secretariat.
