WHO REALLY DEFINE PUBLIC HOUSING POLICIES?
A STUDY ON URBAN PLANNING AND HOUSING POLICY IMPLEMENTED IN CAMPINAS, SP
Abstract
What is the government planning for defining the places for building houses of social interest? It is really the State who choose it or are they subject to market availability? What is the government planning for defining public equipment in the neighborhood? Do the acquisition or expropriation of urban land take into account that part of this land should be allocated for building health centers, schools, kindergartens, bus terminals and parks? These basic questions that help to understand whether houses or apartments built by housing programs can be understood as decent housing are hardly answered by government, but left aside in the name of the economic efficiency on delivering more habitations. This research has as its hypothesis to know if market agents have ability and economic force to addressing housing programs in accordance with market your interests. This research will be developed on the of Brazilian housing program Minha Casa Minha Vida and the National Program of Housing of Social Interest, especially in relation to the housing units planned and delivered in the city of Campinas between the years 2010 and 2014.
