Abstract

In this issue, we interview Clara Marinho Pereira, planning and budget analyst at the Coordination for Monitoring and Evaluation of Public Policies at the Federal Budget Secretariat (SOF) of the Ministry of Economy (Brazil). In 2021, she became known for being chosen by the United Nations (UN) as one of the most influential people of African descent in the world. In 2022, she was a member of the technical group for Planning, Budgeting and Management of the President-elect's Government Transition Office. Her trajectory is strongly linked to debates in favor of racial equality in Brazil. In this asynchronous meeting, we had an open and rich conversation about concepts and experiences. Clara Marinho points out to us the reality that permeates the implementation of public policies in favor of racial equality, as well as the mechanisms available to combat institutional racism in the public sphere, giving us a specialized view of the political machine. The interview addresses present themes in the main socio-political debates in Brazil. Her considerations help us to understand complex subjects about the political machine.

Graduada em Administração pela Universidade Federal da Bahia (UFBA). Especialista em Planejamento e Orçamento pela Escola Nacional de Administração Pública (ENAP). Mestra em Desenvolvimento Econômico pela Universidade Estadual de Campinas (Unicamp). Doutoranda em Administração Pública e Governo pela Fundação Getúlio Vargas (FGV). Analista de Planejamento e Orçamento na Coordenação de Acompanhamento e Avaliação de Políticas Públicas da Secretaria de Orçamento Federal (SOF) do Ministério da Economia.
