Before the Creative Economy comes the Economics of Culture: the Brazilian art of rushing into things

As from all the work involved into the production of the book “Economics of Culture: contributions to the construction of the field and history of the management of cultural organizations in Brazil”, recurrent mistakes – from 1920 to 2010 (the period covered by the study) – have caught the attention of the authors. There are no new failures, but always the same old chronic addictions: political back-and-forth, cyclic strengthening and weakening of ideas and organizations, mobilization and demobilization of entire sectors, besides the acute dependence on the State, in the three levels: federal, state and municipal.
Due to this, a business mindset has not been created, opportunities have not been built, and whoever was willing to take entrepreneurial risks has not been supported. Our artistic and cultural production is rich (and even internationally recognized as one of the best in some genre), but it is absolutely irrelevant from an economic point of view, as it was demonstrated, in a lecture held at the Cultural Center of UERJ, in 2011, by two economists dedicated to the universe of the book and the visual arts, George Kórnis and Fábio Sá Earp: “Brazil has 2.7% of world GDP, 1% of international trade and only 0.25% of the art market”.
