Territories of Brazilian cultural diplomacy between 2003 and 2010: continents, countries and cities

Abstract

This text presents part of the analysis developed in the master's thesis entitled “Treated paths, possible horizons: a look at cultural diplomacy the Brazilian State between 2003 and 2010”, defended in 2013 at the Federal University of Bahia.   The article presents how this public policy was held in cities, countries and continents through three agents: Ministry of Foreign Affairs (MRE), by the Ministry of culture (MINC) and by the Ministry of Education (MEC) in the period.  For this mapping was carried out cultural actions worked between 2003 and 2010 by public institutions chosen for this academic research. Through this route figured out that it is possible to speak in Brazilian cultural diplomacy in the first decade of the 21st century which privileged regions of South America, Europe and Africa and the areas of Language, Book, Reading and Literature and Publishing. Thus, the Brazilian State has the challenge of understanding that we need to spend to look such a part of the country's foreign policy as a strategic resource to the contemporary design of Brazil's international insertion. Brazilian culture has a chance to strengthen the country's presence in the world of autonomous and sovereign manner since it is reflection of interior features of the nation, so peaceful and creative character specific to its citizens and the search for development in various spheres social, among them, the cultural sphere.
