Abstract

This article analyzes an institution that is essential for the education of young children and that is fundamental in terms of maternity support policies: daycare. In order to go from being a facility linked to welfare and philanthropy to becoming a stage of early childhood education and a constitutional right, a lot of organization and advocacy was necessary, especially by women. In the following pages, we present a little of the history of this right and why it is so important for female autonomy. To this end, we used national data and data from the city of Campos dos Goytacazes-RJ, where the field study was conducted, in addition to stories of women-mothers who were faced with the need to enjoy this right. The research is qualitative. It was found that the city - with over 500 thousand inhabitants, 30 thousand of whom are old enough to attend daycare - had a considerable unmet demand for places, in addition to problems that compromise the provision of the service. In an attempt to increase the supply, the municipal government created half-day classes and increased the initial age for enrollment in municipal daycare centers - from 3 to 10 months. One year after the changes, it was concluded that the solution found did not solve the issue of unmet demand, being part of the problem by making access difficult for babies, instead of promoting it, making life difficult for mothers who need to return to work, in addition to reducing the supply of full-time classes.
