National conference of cities: possible breakthrough in urban policy?

Abstract

In this work it intends to discuss alternatives for amore inclusive and conscious citizenship, startingfrom the opportunities and limitations the processesestablished close to by the Conference of the ;Cities, using as example, the experience of the 1stConference o f the Cities o f the AxisMetropolitan East of Rio de Janeiro, of regionalextent, accomplished in the city of Niterói. It isintended, still, to compare possibilities that canemerge of that process, especially the ones thatconcern the materialization of a new discussionspace and participation in the urban administrationof the municipal districts in her involved, placing the v.'.paper of the Fluminense Federal University in diat ;process.
