COMPARATIVE ANALYSIS ON THE OCCUPATION OF SOCIO-EDUCATIONAL UNITS: AMAZONAS AND RIO DE JANEIRO

This article addresses the issue of overcrowding in socio-educational units. Based on a comparative research in two different contexts regarding the occupation and under-occupation of vacancies in socio-educational units of internment, provisional internment and semi-liberty, Rio de Janeiro and Amazonas, this text presents a historical description of the dynamics and effects of overcrowding in the units of both states. As a result, we will describe the centrality of concentrated hearings in the Amazonian context and the conflicts around the implementation of the central vacancies in the Rio de Janeiro context. At the end, we will contrast these two initiatives with other official documents, with emphasis on Resolution 119/2006 National Council for the Rights of Children and Adolescents, which will allow us to conclude that despite the reduction in the capacity of socio-educational units, they still do not respect the parameters and guidelines set, which implies the existence of more adolescents in the units than is normatively appropriate.
