This article brings forward results of research in progress on the Public Health Emergency caused by COVID-19 and the ensuing sanitary and humanitarian crisis in favelas in Rio de Janeiro. It seeks to give visibility to different perspectives on the pandemic in favelas. In such places, two observed aspects are
crucial: The population's non-adherence to sanitary measures, such as the use of masks and social distancing; secondly, the invisibility of local struggles and structural problems, worsened in the context of the current health crisis. This reflection mobilizes experiences and methodologies of collective health inspired by popular education. Also, it applies philosophical concepts towards problematizing the favela as a social problem to perceiving it as territories that unbound the idea of city.
