A CONSTRUÇÃO DA POLÍTICA EXTERNA BRASILEIRA ATRAVÉS DE ACORDOS INTERNACIONAIS:

UMA ANÁLISE DAS RELAÇÕES BILATERAIS BRASIL-ANGOLA (1977-2019)

Abstract

This research aims to analyze the international agreements celebrated for the production of Brazil-Angola's bilateral relations. Carrying out the exercise proposed by Ariane Figueira (2017) of understanding the inputs and outputs of foreign policy, this paper brings light to the dynamics of interaction between the brazilian's Executive and Legislative branches. Inputs were considered the actors and institutions that participated in the internalization of the acts, and outputs the treaties in their concrete form. To this end, an exploratory analysis was carried out of the data extracted from the collection of the Ministry of Foreign Affairs (Concórdia) on bilateral agreements, and from the portals of Câmara dos Deputados and Senado Federal on the congressmen and commissions active in the legislative process. Preliminary results show that the agreements prioritized cooperation of a technological, scientific and technical nature. Concerning the decision-making processes, it was found that 79,5% of the agreements were restricted to the Executive and weren't submitted to the legislative procedure. Of the 20,4% that passed through the Legislative, it's highlighted the presence of specialized commissions and congressmen, mostly men from the Northeast, with higher education, who worked as lawyers or teachers, and were affiliated with PMDB, PT and PTB.
