Professor Titular de Criminologia da Universidade de Buenos Aires Doutor em Direito pela Universidade de Saarland (PhD), Alemanha; ex-investigador do Instituto Inter-Regional das Nações Unidas de Investigação sobre o Crime e a Justiça (UNICRI), Roma. Fundador dos projetos Pibes Unidos (Argentina) e Gurises Unidos (Uruguai). De 1993 a 1999 foi Assessor Regional da Área de Direitos da Criança do Escritório Regional da Unicef para América Latina e Caribe. Presidente da Fundação Sur Argentina.
