THE DISAPPEARANCE OF CHILDREN AND ADOLESCENTS IN BRAZIL AND THE FUNDAMENTAL SOCIAL RIGHT TO PUBLIC SECURITY

The research deals with the procedures of public security agents, as agents of the Rights Guarantee System, in cases of missing children and adolescents as a tool for promoting the fundamental social right to public security. With the aim of analyzing the factual issues surrounding the technical and procedural actions of public security agents who have the task of locating missing children and adolescents, thus acting synergistically as agents of the Rights Guarantee System - SGD, in order to promote the fundamental social right to public security, the following problem-question is posed: How can actions to search for and locate missing children and adolescents, which go through political, legal, technical and procedural hurdles, by public security agents - while simultaneously acting as agents of the Rights Guarantee System - be a means of ultimately seeking to promote and achieve the fundamental social right to public security? The hypothesis initially raised is that state actions - materialized, for the most part, by public security agents - which outline public policies, plans, legislation, objectives, goals and guidelines to strengthen and encourage technical procedures to find children and adolescents whose whereabouts are unknown are, in the final analysis, ways of achieving the fundamental social right to public security. The methodology used was the deductive approach method, the monographic procedure method and bibliographic and documentary research techniques.
