Abstract

This article examines the challenges faced by Venezuelan migrants in the state of Roraima, with particular emphasis on the right to housing and the effectiveness of public policies aimed at fostering social integration. The intensification of migration since 2015 is directly linked to the structural crisis in Venezuela, marked by economic, political, and institutional instability, within a broader context of global inequalities and forced displacement resulting from the contradictions of the neoliberal system. In this context, the continuous influx of Venezuelan migrants into Boa Vista, RR has posed new challenges to public authorities, especially regarding the guarantee of dignified inclusion of these individuals in the urban space, in accordance with the right to housing established under Brazilian law. The research adopts a mixed-methods approach, drawing on a literature review of academic studies, theses, dissertations, national legislation, international treaties, and reports produced by the state government of Roraima, the Municipality of Boa Vista, and international organizations. In addition, a virtual ethnographic survey, both quantitative and qualitative in nature, was conducted on the OLX and Facebook Marketplace platforms with the aim of identifying discriminatory practices in the rental and real estate sales markets that restrict migrant populations’ access to housing.

    Professora Adjunta do Curso de Direito da Universidade Federal de Roraima, onde também atua junto ao Núcleo de Prática Jurídica e Direitos Humanos (NPJDH). Doutora e mestra em Ciências Jurídicas e Sociais pelo Programa de Pós Graduação em Sociologia e Direito da Universidade Federal Fluminense (PPGSD/ UFF). Atua como pesquisadora do Grupo de Pesquisa Democracia, Cidadania e Estado de Direito (DeCiEd) da Universidade Federal Fluminense. Atua como coordenadora editorial da Confluências: Revista Interdisciplinar em Sociologia e Direito, vinculada ao PPGSD/UFF. Graduou-se em Direito pela Universidade Candido Mendes, instituição na qual compôs o corpo docente do curso de Pós Graduação em Criminologia, Direito e Processo Penal.
