O The judicial blocking of internet application in Brazil and the right to information in the networked society

In an increasingly networked society, the right to information assumes a central role in promoting democracy and citizen participation. In this context, messaging applications have become important communication tools but have also posed challenges, particularly concerning judicial blocking measures. The research problem consists of analyzing the limits and challenges of the right to access information in the face of judicial blocking measures of messaging applications in the context of networked society. The general objective is to examine how the right to access information is affected by these measures, with specific objectives of examining the evolution of this right in networked society and studying the foundations of blocking measures and their impacts. The methodology employed is the phenomenological-hermeneutic approach, with a monographic and comparative procedure, and techniques of direct and indirect documentation research. It is concluded that blocking measures, although admissible in exceptional situations, represent a significant restriction on the right to information and should be applied with caution and proportionality, taking into account the need for balancing between the fundamental rights at stake and the search for less burdensome alternatives.
