Public participation in water planning in Portugal: the revision of the Madeira RBMP 2022-2027

Public participation and access to information are basic principles in water management and planning in Portugal. With this in mind, the aim of this study is to examine the instruments of participatory water planning in Portugal and to see if, in fact, these basic principles were observed during the process of revising the RBMP Madeira 2022-2027. To this end, exploratory research was used, based on a qualitative approach, as well as ethnographic observation of the 2nd public session to discuss the RBMP proposal. It was concluded that although the RBMP review process included most of the participatory stages and instruments provided for the legislation, it lacked effective citizen participation.
