TECHNICAL PROFESSIONAL EDUCATION IN SÃO PAULO AT THE ANTECHAMBER OF HIGH SCHOOL REFORM:

In light of the perspective of secondary education integrated to technical and permanent education, based on Gramsci, Beisiegel and Moraes, the article discusses that the Vence and Novotec Programs, at Centro Paula Souza, anticipated the reform of secondary education in the State of São Paulo tending to be a model for reform in other educational networks. For the policy analysis methodology, a documental source of legislation referring to institutional programs and institutional archives, including data on students' enrollment, cities and technological areas of the courses. In conclusion, these programs tend to deepen the duality in the state education system, and also to prepare students for the precarious labour market, allowing us to question the future of integrated courses.
